Exeter Village Board Meeting Minutes
Village of Exeter – Minutes May 5, 2020
The regular meeting of the Exeter Village Board was convened
in open and public session on Tuesday May 5, 2020 at 7:00 pm via telephone
conference call due to the COVID-19 pandemic.
Notice of the meeting was given by posting 10 days prior at the Exeter Village
Office, Post Office, and Generations Bank.
Chairperson Alan Michl called the meeting to order. Board members present upon roll call were

Michl, Kathy Erdkamp, Justin Harre and Jim Anderson. Mitch Schlegelmilch was absent. Clerk Becky Erdkamp recorded the
minutes. Chairperson Michl noted that a
copy of the Nebraska Open Meetings Act is available in the Village Office or
online for public inspection and review.
There were no visitors present.
Minutes from the previous meeting were reviewed and approved
without correction.
An accounts payable listing was presented for approval. Anderson moved and Erdkamp seconded the
motion to approve invoices as presented.
Voting aye: Anderson, Erdkamp,
Harre and Michl. No nays. Motion carried.

Michl introduced Resolution No. 20-01 that calls for the
redemption at par plus accrued interest of Swimming Pool Bonds dated October 9,
2012. Anderson moved and Harre seconded
the motion to approve Resolution No. 20-01.
Voting aye: Michl, Anderson,
Harre and Erdkamp. No nays. Motion carried.
Michl introduced Ordinance No. 596 entitled: AN ORDINANCE AUTHORIZING THE ISSUANCE OF
GENERAL OBLIGATION SWIMMING POOL REFUNDING BONDS, SERIES 2020, OF THE VILLAGE
OF EXETER, NEBRASKA, IN THE PRINCIPAL AMOUNT OF NOT TO EXCEED EIGHT HOUNDRED
TEN THOUSAND DOLLARS ($810,000) TO REFUND CERTAIN OUTSTANDING BOUNDS OF THE VILLAGE;
PRESCRIBING THE FORM OF SAID BONDS; PROVIDING FOR A SINKING FUND AND FOR THE
LEVY AND COLLECTION OF TAXES TO PAY SAID BONDS; PROVIDING FOR THE SALE OF THE
BONDS AND AUTHORIZING THE VILLAGE TO ENTER INTO A BOND PURCHASE AGREEMENT;
AUTHORIZING THE DELIVERY OF THE BONDS TO THE PURCHASER; PROVIDING FOR THE
DISPOSITION OF THE BOND PROCEEDS AND ORDERING THE ORDINANCE PUBLISHED IN
PAMPHLET FORM and moved that the statutory rule requiring reading on three
different days be suspended. By
refinancing the bonds, the Village will save approximately $36,041.79. Harre moved and Erdkamp seconded the motion
to approve Ordinance No. 596. Voting
aye: Erdkamp, Michl, Harre and
Anderson. No nays. Motion carried.
Board members reviewed an example policy provided by the
Nebraska League of Municipalities regarding payment of utility bills during the
COVID-19 pandemic. The board decided not
to approve the policy at this time. If
issues arise regarding nonpayment it will be reviewed again.
Information from the Nebraska Department of Environment and
Energy and the League of Municipalities regarding opening of swimming pools
during the pandemic was reviewed. No decision
will be made regarding the pool opening until further guidance or a Directed
Health Measure is received from the State of Nebraska. Pool staff will be contacted as information
is received.
Alan Michl gave the Marshal’s Report. There has been police presence during the
latest Cruise Nights. Officers have been
contacted regarding individuals shooting at the crushed cement pile along the
lagoons. Concerned citizens need to
contact police while it is taking place.
A No Trespassing sign will be posted at the sight.
John Mueller provided the Maintenance Report. Citizens need to contact either John or Becky
regarding the need for rock in the alleys.
Another clean up dumpster will be held on May 23rd. It is too late to spread the grass pile as
the field has already been planted. Van
Kirk will be in town repairing sidewalks that did not pass inspection.
Becky Erdkamp presented the Clerk’s Report. Sales tax for February 2020 was
$10,621.30. Keno receipts for March 2020
were $287.68.
The next meeting will be held on June 9th at 7:00
pm.
The meeting adjourned at 7:35 pm.
